DRAFT eLearning Strategy 2012-2014

This is the first draft of the Polytechnic eLearning Strategy for 2012 - 2014.

Introduction

The current Tasmanian Polytechnic Strategic Plan (TPSP) calls for the development of an information and communications technology plan, including a plan for flexible and e-learning, and for incorporating ‘learning commons’ on Polytechnic campuses.

eLearning is about the ways in which digital technologies can enable, support and enhance learning. Flexible learning is about giving student choices about how, when, where and with whom they learn.

Learning in the Tasmanian Polytechnic is holistic and builds learners’ capacity to ‘think, be and do’ in the Tasmanian and global community. The learning is characterised by being flexible, applied, connected and supported. (TPSP)

Responding to technological change for Polytechnic learning from 2012 to 2014 is about capitalising on the learning opportunities, efficiencies, and innovation that information and communication technology and the roll out of the National Broadband Network enables, while effectively managing and developing other assets and infrastructure to continually improve learning experiences. We need to ensure that industry-leading technology and approaches, and industry-aligned learning environments are part of a relevant applied learning experience for all our learners. (TPSP)

Key features of Polytechnic learning that can be enabled, supported and enhanced through digital technologies include:

  • Applied learning which integrates education with work learning and practice.
  • Technical and paraprofessional pathways and articulation to and from higher education.
  • Supportive culture and environment recognising our learners’ individual needs and aspirations, and building pathways between schools, community, further education, and workplaces.
  • Industry and business partnerships to assist learners, and provide real-world workplace learning environments.
  • Engagement of regional and rural learners in applied learning.

Guiding Principles

The eLearning Strategy 2012-2014 will enable, support and enhance the implementation of the Tasmanian Polytechnic Strategic Plan with reference to other key vocational and elearning policies and agenda at state, national and global levels.


This strategy will
  • make recommendations to “do what needs to be done” to meet the flexible and elearning needs of ALL students, staff and other stakeholders so they can achieve their desired outcomes
  • address existing barriers to flexible and elearning identified by students, staff and other stakeholders
  • be informed by both the similarities and distinct differences between ICT service provision for corporate versus learning needs
  • identify and implement effective, efficient and sustainable models of elearning development and support for students and staff
  • value current Polytechnic practice and expertise in flexible and elearning and build further capacity for creativity, applied research and innovation
  • focus on learning while also encouraging the exploration of ways in which newer digital technologies may enhance and even transform Polytechnic learning, teaching and assessment
  • identify organisational and individual workplace and learning practices that support a more open, participative and agile learning culture
  • sustainably use Polytechnic financial and other resources while also being outward and forward looking through the provision of opportunities to address ‘fourth bottom line’ goals
  • be a ‘living document’ linked to structures and processes for continuous improvement in order to be responsive to rapid changes in digital technologies, training requirements, and learning, teaching and assessment practices
